Background of the norm

Article 133.1 of law 39/2015, 1 October, Common Administrative procedure of public administrations and article 26.2 of law 50/1997 of 27 November, government stipulate that prior to the development of the project or draft law or regulation, should be conducted a public consultation, via the web portal of the competent authority in which the views of the subject and the most representative organizations potentially affected by the future standard.

In application of both legal precepts, starts the present public consultation prior to developa proposed rule which regulates access through emergency communications service 112 emergency care and service of alert to the populationso that any subject, person or interested can give their opinions or submit comments and documents as it deems appropriate.

Objectives of the norm

The standard refers to update the existing regulation, 1997 on access to the service of attention of emergency calls 112 and, in application of articles 109 and 110 of the European Code of electronic communications, promoting the implementation of the system AML (Advanced Mobile Location) to determine the location of the caller to 112 from the information provided by the terminal mobile, and a system inverse of sending alerts to population (PWS, Public Warning System) in case of major disasters or emergencies imminent or ongoing.

Consequently, appropriate address this initiative rules.
